Assess criticality of supplies and alternative options

In times of drout, abstractors could be asked to limit their abstraction based on how critical the absraction is to their business and society as a whole. An assessment could also be made on how easy it would be to replace the abstraction volumes, are there any alternatives to the way the water is currently used?

Why the contribution is important

Some abstractions are absolutely ncessary for processes and for scociety whereas some may just be for simplicity or ease.

    If drought is about water consumption then all consumers of waters should have a mandatory water meter - every house - all commercial use is metered - 62 million people using 20 litres a day less would be very significant.

    Metering is an essential tool in managing demand. Unfortunately it is very difficult to make an economic case for metering in areas that are not currently water stressed under the current regulatory regime. Until this changes it is unlikely that the potential benefits that metering could have on drought management will be realised.
